OBS will join the restructured National Youth Council
During the inaugural Singapore Youth Conference 2014, the Minister of Culture, Community and
Youth, Mr Lawrence Wong announced that the National Youth Council (NYC) will be restructured as
an autonomous agency, and Outward Bound Singapore (OBS) will be a key part of the strengthened
This is part of the Ministry’s plan to redouble its efforts to engage youth as announced by Minister
Wong during the Debate on the Parliament’s Address.
In addition to scaling up the OBS programme to reach out to more people, OBS will also co-drive the
national volunteer programme, Youth Corps Singapore, with the NYC. Tapping on the strong synergy
between OBS and the NYC in driving youth engagement and developing youth active citizenry, NYC
will look at policy making, framework development and providing infrastructural support, while OBS
will design and conduct programmes for selection, training and team bonding for the Youth Corps,
with ongoing mentoring towards local and overseas community service projects.
OBS’ strong international network of Outward Bound and NGO partners will contribute to linking the
Youth Corps with overseas community service projects. OBS and NYC will also work closely to further
enhance the blueprint and pedagogy design of the Youth Corps Singapore.
